Company rules are written by one team, interpreted by another and implemented by a third. ClearState brings together experience from financial services, financial crime, technology and building companies — because connecting written rules to real decisions is not only a software problem.
ClearState started with a problem we had ourselves.
We were building systems to insure and finance global invoice and customs flows. A single transaction could depend on rules, limits, responsibilities and data from several companies — ours, the financier’s, the insurer’s, the customs agent’s.
We could automate the flow. But we still needed one place to check, before anything moved, that every condition was actually met — and years later, show exactly why it had been allowed to happen.
So we looked for tools that could read policies, mandates and governance documents, extract the decision rules, and keep the link back to the original text as the rules were translated, implemented and changed over the years.
We found tools for storing documents, and tools for running rules. We could not find the bridge between them.
That gap became ClearState. And the first step was obvious: before you can control a decision, you need a rulebook you can trust. That became RuleState.
